That's because you didn't open console and type connect 216.246.109.228:27015 like you're supposed to. :-)
Also, everyone really should bind [key] "connect 216.246.109.228:27015", because it's a million times easier. Just make sure you bind it on something really out-of-the-way, like mouse1.
Edit: Bold to make the command easy to recognize.

For those of you, like me, who don't trust themselves not to press mouse1 in the heat of battle, I offer an alternative: Try to connect to the server per usual. The window will appear to say it's full. You can highlight, then copy the full server IP and port. Then open the console, and type connect <paste>
