We were talking about a new forum, one that we could customize a little bit more and that wouldn't end in "proboards.com". At this point, though, I think we may as well stick with this site. I can just tell people to go to doiop.com/mkwea or type /forum into chat. By the way, sites.google.com/ has pretty much all the features you list above. It's what I use for my personal site.

Google sites is pretty sweet, I use it as well. I don't know the extent of what you can do with those - I know you can edit the html, but I'm not sure if you can just upload your own pages from dreamweaver or what have you. That said, the included web-based editing tools are pretty simple and get the job done - it feels very wiki-ish.

Faded,
What kind of traffic does this site currently have and how much bandwidth does it use? What's the average per month?
If its not too excessive, I may have some options.

You can upload any non-exe file. I put some .html and .css stuff up. You just have to do it all locally, then upload it all at once.

I have no idea, but again, I no longer have plans to move the forum.
