I've been having this issue for two days, now, and I have spent said two days trying just about every single "solution" in order to fix the problem - to no avail.
It is only TF2 that doesn't work.
I installed CS:S and it runs fine.
I installed DOD:S and it runs fine.
I have un-installed and re-installed TF2 and that doesn't work.
Any help?

I fixed it!
Solution to my instance of this problem:
1. Go to Steam/steamapps/username
2. Rename "team fortress 2" folder (in this case, I changed it to "tf2")
3. Launch the game via Steam (this took a few minutes, so be patient)
4. Once the game launches successfully, go back to Steam/steamapps/username and delete the re-named "tf2" folder

TF2 was crashing on exit and I've had to fix my settings every time I launch the game (because it saves them on a proper exit). The compatibility mode trick wasn't helping so I tried bateman's suggestion and it worked like a charm.
All it does is force Steam to re-expand TF2 resources from the .GCF files so I'm guessing something funky was going on with my TF2 directory after so much time.

Coincidentally, the solution has stopped working. I'm back to square one, where HL2 crashes on exit instead of closing normally and saving all my settings.

I fixed that by deleting my Resource folder in steam->steamapps->(your steam ID)->team fortress 2->tf
